			<content:encoded><![CDATA[<p>HARTFORD — Rep. John Rigby and his colleagues today renewed their efforts to dump costly state mandates that are taxing towns and cities, including delaying new in-school suspension rules and redefining the age of juvenile offenders. They plan to raise the subject during a legislative session next week.</p>
<p>The majority-party budget approved Sept. 1 imposes a moratorium on school construction because it uses nearly $8 million in debt service for other pet projects, Rigby said, and cuts state aid to municipalities from the Pequot Fund by $48 million. The majority party rejected Republican proposals seven times since last November to lift or delay municipal mandates because of the state budget crisis.</p>
<p>“The budget they passed earlier this month has hidden costs for communities throughout the state that have already laid off firefighters, teachers, police and town hall employees,” Rigby said. “Over and over we heard rhetoric about protecting towns and cities, but the effects of the state budget are now a reality for these towns.”</p>
<p>Rigby and his colleagues introduced a five-point local mandate relief proposal that they will try to pass next week. The plan was developed in response to mayors and first selectmen and promoted by the Connecticut Conference of Municipalities, CCM. The proposals that will be offered next week include:</p>
<p>• Delaying implementation of the in-school suspension of students that will require millions to hire additional certified personnel and identify dedicated space;<br />
• Delaying implementation of policies that raises the age of juvenile offenders from 17, a program that will cost towns and police department $95 million in personnel and constructions costs;<br />
• Delaying the requirement that towns and cities post meeting agendas and minutes on the web;<br />
• Requiring a two-thirds majority vote by the legislature to pass any more mandates;<br />
• Adding “services’’ to the list of purchasing contracts that DAS can enter into for municipalities.</p>

John Rigby was among those who took in the festivities with his family tonight. Rigby chatted with residents in between stops at the main food tent and games with his two children. Saturday offered the bigger crowd of the two-night party, with raining dampening Friday&#8217;s festivities. Because of Friday&#8217;s foul weather, carnival-goers were treated to a parade and brilliant fireworks in the same night.</p>

COLEBROOK &#8212; Rep. John Rigby gave Lt. Gov. Michael Fedele a hand today in kicking off an annual summer reading program from Gov. M. Jodi Rell. Rigby joined Fedele on several stops in the Northwest Corner, starting bright and early at Colebrook Consolidated School. From there, the elected officials moved to Hartland and Winsted. Fedele also stopped by schools in Barkhamsted and New Hartford. The duo both talked about their respective roles at the Capitol, and Fedele, of Stamford, talked about his favorite books &#8212; he prefers mysteries &#8212; and asked Colebrook third and fourth graders about their picks.</p>

<p>HARTFORD &#8212; There&#8217;s no better way to understand how the state&#8217;s fiscal woes will affect municipal budgets than to hear from the people in charge of them, Rep. John Rigby said Tuesday. More than two dozen leaders-mayors and first selectmen-from communities throughout the state were at the Capitol for a roundtable discussion organized by House Republicans. Municipal leaders such as Goshen First Selectman Robert Valentine and Torrington Mayor Ryan Bingham gave legislators suggestions about how they could make life easier for their communities in the face of a massive state budget crunch. Rolling back unfunded mandates and temporarily suspending binding arbitration were among the suggestions from the invited group, which also included Kent First Selectman Ruth Epstein. Local leaders called for even greater communication as the budget crisis continues to unfold. &#8220;Municipalities are further ahead in building their budgets than the state is, and that poses a big problem for officials at the local level who are worried about how to balance their books in these tough economic times without significant tax increases for residents,&#8221; Rigby said Tuesday afternoon. The roundtable session with local officials started with a status report on the state budget from a representative from the nonpartisan Office of Fiscal Analysis. The presentation was well-received by the local officials, split evenly as representatives from both sides of the aisle. Most called Tuesday&#8217;s nonpartisan approach refreshing. At present, Gov. M. Jodi Rell has forecasted a budget deficit of more than $900 million for this fiscal year. The numbers are even worse for coming years-in the billions, perhaps. For the local officials Tuesday, financial aid from the state was a concern-particularly funding for education. Most municipal leaders said they would be happy to at least receive the same amount of money as last year. At the end of the two-hour session, the invited guests told House Republican Leader Larry Cafero, of Norwalk, that they look forward to meeting again as the legislative session proceeds. &#8220;For state legislators, these types of events are a great way to not only give the people you work for a clear understanding of what&#8217;s going on with the budget, but also for them to tell us what specific actions we can take to help them as they try to run their towns,&#8221; Rigby said. &#8220;I can&#8217;t wait for the next one,&#8221; he said.</p>
